1范围

本标准规定了水利施工人员安全文明施工行业标准。

本标准适用于大中型水电水利工程现场作业人员的安全技术管理、安全防护和安全文明施工，小水电水利工程可参照执行。

3概述

3.0.1为贯彻安全第一、预防为主、综合治理的国家安全生产方针，坚持以人为本的安全理念，规范水电水利工程施工现场作业人员的安全文明施工标准，控制事故发生发生各种事故，确保施工人员的安全健康，确保安全生产，特制定本标准。

3.0.2本标准以《中华人民共和国安全生产法》、《国务院建设工程安全生产管理条例》等一系列国家安全生产法律法规为依据，根据现行水电水利工程安全技术规程和有关施工机械设备运行维护规程的要求编制。

3.0.3本标准规定了水电水利工程施工人员安全文明施工行为规范。

3.0.4本标准适用于大中型水电水利工程现场作业人员的安全技术管理、安全防护、安全文明施工，小水电水利工程可参照执行。

3.0.5参加水电水利工程施工的人员，应熟悉本专业工程的安全技术，严格遵守本工种的安全操作规程，熟悉，掌握并遵守配合作业的相关项目的安全操作规程。

3.0.6施工队坚持每日三项工作活动和每周安全日的安全生产前会、工作中巡回检查和安全生产后总结活动。

3.0.7施工企业应坚持定期培训的教育制度，施工人员每年对本专业的安全技术和标准进行一次学习、培训和考核。考核不合格的，不准上岗。

1 Scope

3 general

3.0.1 in order to implement the national safety production policy of "safety first, prevention first and comprehensive treatment", adhere to the safety concept of "people-oriented", and standardize the safety and civilized construction criteria of operators on the construction site of hydropower and water conservancy projects, so as to control the occurrence of various accidents, ensure the safety and health of construction personnel, and ensure safe production, this standard is hereby formulated.

3.0.2 this standard is based on a series of national laws and regulations on work safety, such as the law of the people's Republic of China on work safety, the regulations on the administration of work safety of construction projects issued by the State Council, and is compiled in accordance with the requirements of the current safety technical regulations for hydropower and water conservancy projects and the operation and maintenance regulations for relevant construction machinery and equipment.

3.0.3 this standard specifies the code of conduct for safe and civilized construction of construction workers participating in hydropower and water conservancy projects.

3.0.4 this standard is applicable to the safety technology management, safety protection, safe and civilized construction of site operators of large and medium-sized hydropower and water conservancy projects, and can be referred to for small hydropower and water conservancy projects.

3.0.5 the personnel participating in the construction of hydropower and water conservancy projects should be familiar with the safety technology of the professional project, strictly abide by the safety operation regulations of the work type, and be familiar with, master and abide by the safety operation regulations of the relevant projects cooperating with the operation.

3.0.6 the construction team shall adhere to the daily "three work activities" and weekly "safety day" activities of pre work safety meeting, in work patrol inspection and post work safety summary.

3.0.7 the construction enterprise shall adhere to the education system of regular training, and the construction workers shall study, train and assess the safety technology and standards of the specialty once a year. Those who fail to pass the assessment shall not be allowed to work.
